A Case Study of Regulation in Zambia’s Cotton Sector. AgEcon

Cotton is an unquestioned success of Zambia’s turn towards a market economy. After privatization in late 1994, seed cotton production rose from 32,000 metric tons (mt) to about 180,000 mt a decade later (three-year averages centered on 1994 and 2005). The number of farmers involved in the sector grew similarly, yields trended upwards (though slowly), and the country dramatically improved the quality of its lint, becoming the outstanding performer in Sub-Saharan Africa in this regard by the mid-2000s. Yet the sector has experienced two serious crashes since reform, both involving rampant credit default by farmers supported with seasonal input credit by ginning companies.

Performance of the agricultural sector in developing countries is fundamental to ensuring robust and equitable economic growth and broad-based food security. Yet donor support to agricultural development in developing countries has declined continuously for 30 years. This same period saw dramatic deterioration in developing countries’ institutional capacity to provide services to their agricultural sectors. These trends may now be changing, due in part to the global food price crisis of 2007 and 2008 and concerns that it unleashed about the world’s ability to feed its poorest inhabitants. An Assessment of Current Policy Initiatives in Zambia's Cotton Sector AgEcon

This paper assesses three of these policy initiatives: input credit provision for smallholder producers of selected cash crops including cotton, the proposed creation of a Cotton Board, and the emergence in 2003 of District Council levies as a point of conflict between local governments and cotton companies. The purpose of the paper is to provide guidance to public and private decision makers regarding key modifications which may need to be made to these policies to ensure continued healthy development of the sector.

This paper examines the efficiency and effectiveness of emergency response in southern Africa through the lens of the 2002/03 food crisis in the region. The authors outline improvements in information and operational procedures needed to enhance the response to future events. They also discuss national and regional trade regime changes that would reduce the need for emergency response, and consider what lessons the 2002/03 crisis may have for the role of Strategic Grain Reserves (SGRs).

Assessment of Kenya's Domestic Horticultural Production and Marketing Systems and Lessons for the Future AgEcon

After reviewing trends in the production and marketing of fresh produce for the domestic market in Kenya since 1997, this paper presents detailed information on the structure of the flow of this produce from rural areas to wholesale markets in Nairobi and from those wholesale markets to assorted retail markets. Market shares are estimated by product for geographic areas supplying Nairobi, and for each important wholesale and retail market in the city. It is found that horticultural production for the domestic market is keeping up with rural population growth but not with the much faster urban population growth. Este estudo tem três objectivos: 1) documentar as lições aprendidas dos programas passados de monetização em Moçambique; 2) identificar os efeitos desejados e indesejados da monetização em Moçambique; e 3) documentar sucessos indirectos em resultado da utilização da monetização em Moçambique, se os houver. Can Bt Technology Reduce Poverty Among African Cotton Growers? An Ex Ante Analysis of the Private and Social Profitability of Bt Cotton Seed in Mozambique. AgEcon

This paper presents an ex ante analysis of the private and social profitability of the introduction of Bt cotton for a major cotton producing area of northern Mozambique. Cotton is especially relevant to rural poverty reduction because smallholders often have few alternative cash earning activities, and yields are among the lowest in Africa. Multivariate regression is used to quantify the relationship between pest control and yield loss at farm level as a basis for estimating the expected yield gain from the introduction of Bt cotton.
